The Film “Under The Dome” Made By Chai Jing Was Blocked
The documentary “Under The Dome” became a hit online just before the NPC and CPPCC. The film not only examines the massive influence of haze on air quality in China, but also shows the difficulties Chinese government officials face in enforcing environmental laws.
The film was soon blocked on the Internet by Chinese government, but about 200 million people have already watched it, and it has stirred a heated debate in the society. At the end of the National People’s Congress (NPC), a reporter asked the Prime Minister Li Keqiang whether he thought it was proper to make such a documentary, and whether big oil companies were impeding the enforcement of the environmental law.
Mr. Li said that the environmental officials are striving to take legal action against those who worsen the environmental pollution, that any manufacturing process involving illegal production and emission will be brought to justice, and that the government would make the cost of illegal emission and dumping unaffordable for those companies and enterprises.
But professor Wu Jing from Peking University held a different opinion about it. He thought it was very common for famous people to shoot a film. So making the film “Under The Dome” was a kind of commercial activity without adequate authenticity.
Anyway there is no doubt that the film has drawn our attention to the air pollution.
柴静拍摄的“穹顶之下”视频被封
两会之前，纪录片《穹顶之下》在网络走红。这部纪录片不仅介绍了雾霾对中国空气质量大规模的影响，同时也介绍了中国执法官员在执行环境法时遭遇的困难。
这部纪录片不久就被中国政府从网络上封杀，然而，已经有大约200000000人看过《穹顶之下》，并且在社会上引起了激烈的辩驳与争议。在全国人民代表大会结束时，有记者询问总理李克强，拍摄这部纪录片是否是正确的，大石油公司是不是环境执法的障碍？
李先生说，今年的环保人员在致力于采取法律行动反对那些增加的污染问题。他说，任何涉及非法生产和排放的行为将被绳之以法。他说，政府必须让企业非法排放、倾倒付出的代价沉重得无法接受。
但北大的吴靖教授对此持有不同的看法。他认为名人拍摄电影是很普遍的。拍摄《穹顶之下》其实是一种缺乏真实性的商业行为。
但不管怎么说，这部影片把我们的注意力聚焦到了空气污染上，这是毫无疑问的。

The P.L.A carried out a live-fire drill in Yunnan Province
The Chinese People’s Liberation Army started a live-fire drill at night in Yunnan province while the government forces of our neighboring country Burma was fighting with the rebels continuously.
Recently, for the sake of training the combat ability of the army at night, a brigade from the fourteenth army carried out a large-scale live-fire drill in the west plateau of Yunnan province. It is reported that the soldiers with flamethrowers completed various training tasks.
It was reported that Burma denied the warplane had mistakenly intruded into Chinese territory when fighting against the rebels. A Burmese official said to a reporter from Associated Press that this bombing event might be conducted by some organization with an intention of creating chaos.
An expert of Chinese Academy of international issues, Shen Shishun, said the military exercise aims to give a signal to the Burmese government as well as overseas Chinese in Burma that Chinese army has strengthened its security defense.
解放军在云南实战演习
在邻国缅甸的政府军与叛乱分子持续交火之际，中国人民解放军在云南省举行了夜间实战演习。
第14集团军某旅近日在云南省西部高原地带展开大规模实战演习，以锻炼部队的夜间作战能力。报道称，配有火焰喷射器的士兵展开各种训练任务。
报道说，缅甸方面否认有军机在边境果敢地区与叛乱分子交火时误入中国领土。一名缅方官员对美联社记者说，此次投弹事件可能是寻求制造混乱的某个组织所为。
中国国际问题研究院的专家沈世顺说，此次军演是在向缅甸政府及该地区的华人华侨释放信号，表明中国军队已加强防卫。

The Second Spring Athletics of The Petroleum Engineering College ended successfully
On March 21st , the opening ceremony of the second spring athletics of the Petroleum Engineering College was held on the playground. Guo JianChun, dean of the Petroleum Engineering College, Zhang WenWei, the party secretary of school, and all of the students and faculties attended the ceremony. The opening ceremony was presided over by Yao Li, deputy party secretary of the Petroleum Engineering College.
At the opening ceremony, the group dancing “Coolest Griggles” and “Only One” sparked an eruption of cheers from the spectators. With the passionate music, the uniformed square teams from different grades passed by the rostrum.
Mr. Guo gave an opening speech. He said: “Our school is focusing on the quality of development and improving the quality of talents. In particular, we emphasize on improving the physical quality of students. So this athletics is an important move. We hope that all of the students and faculties can engage in exercises actively.”
The games displayed staffs and students’ passion for sport . In a sense, participants were competing with themselves more than against other experienced players. They did stand up to the challenging task and tried their best.
At five in the afternoon, all competitions were finished. The leaders and teachers awarded prizes for the winning units and individuals. The athletics ended successfully.
石工院第二届春季田径运动会圆满结束
3月21日，石油与天然气工程学院第二届春季田径运动会在运动场隆重举行。学校党委副书记张文卫、石工院党委书记（院长）郭建春、以及学院全体师生参加了开幕式，开幕式由学院党委副书记姚利主持。
开幕式上，彩旗队表演和集体舞“最炫小苹果”、“Only one”引得全场观众赞叹不已。随后，伴随着激昂的乐曲，各个方队整齐划一的走过了主席台。
郭建春致开幕词。他说：我院正在着力注重内涵发展、提高人才培养质量，尤其注重提高学生的身体素质，本次运动会是一个重要举措。希望全院师生能够积极参与锻炼。
本届运动会充分展现了师生对体育的热情。与其说他们在与经验丰富的选手比赛，不如说他们是在与自己斗争。他们的确尽了最大努力。
下午5:00，各项赛事全部完成,学院领导和老师为各个获奖单位和个人颁奖，运动会圆满结束。

The Fourth English Translation Contest is Carrying out in Full Swing
In order to promote English proficiency of students in SWPU, to provide a self-exhibiting platform for the students interested in English translation, and to enrich the extracurricular life of students, Voice of Campus, the Foreign Language Radio Station of SWPU carried out the fourth English Translation Contest recently. On March 26th, all the members of the news department assembled at the No,1 students' canteen to publicize the coming translation contest. Up to now, all the publicity campaigns and preparations have been carried out in full swing.
The Fourth English Translation Contest has been divided into two stages, the preliminary and the final contest. In the preliminary contest, first contestants are required to enter the cooperative website, and register an account with their personal information. The next step is to search for the specific task number so as to enter the appointed web page. Since there is no limit of modification times, contestants can revise their translated text as much as possible before the deadline.
Compared to the preliminary contest, the final seems to be more mysterious, for contestants are requested to take one from ten Chinese articles at random. However, in order to get better translation, printed dictionaries are permitted in the final competition. The final result will be released by April 19th, and all the winning translations will be presented and awarded on the sixth Broadcaster Contest of SWPU.
红宝石官方网站hbs123第四届校园之声“奇思译想”英语翻译大赛顺利开展
为推动红宝石官方网站hbs123英语水平的整体提高，为有志于翻译的同学提供一个展示自我的平台，丰富广大同学的二课生活，“校园之声（VOC）”外语调频广播电台定于近期举办校级学科竞赛—红宝石官方网站hbs123第四届校园之声汉英翻译大赛。3月26日，“校园之声”外语调频广播电台新闻部聚集在一食堂门前对翻译大赛进行宣传。直到日前，所有宣传准备工作都在如火如荼地开展着。
本次翻译大赛被分为了初赛和决赛两个部分。在初赛中，选手需要先登录本次比赛的合作网页（句酷批改网www.pigai.org），然后注册一个账号并输入个人的基本信息。第二个步奏是输入本次比赛的任务号（415663），从而进入本次大赛的答题网页进行答题。由于本次大赛对修改提交次数没有限制，所以选手可以在截止日期之前反复修改译文。
和初赛相比，决赛看起来更扑朔迷离。选手需要从10篇中文译文中随机抽取1篇译文进行翻译。但为了降低本次大赛的难度，纸质词典是可以被带进考场的。本次比赛的结果将于4月19日前颁布，所有获奖作品也将在第六届红宝石官方网站hbs123播音员大赛中进行展示并颁发奖状。

AIIB Leads New Trend
The Asian Infrastructure Investment Bank (AIIB), advocated by China, recently has become a new hot spot . After the UK became the first Western country to apply for the membership of the bank, France, Germany and Italy have also announced their plans to join the AIIB. Last year, 21 nations came together to sign a memorandum for the bank's establishment. So far, the number of founding members has increased up to 30.
Initially, the purpose of AIIB aimed at satisfying the huge demand for infrastructure investment in fast-growing Asia. It covers a broad field including architecture, safety, environment and etc. AIIB, as an independent academic institute, can offer consultancy, feedback and practical advice, support researches and evaluate the communities and governments. Therefore, the AIIB is equal to a new cornerstone to the existing financial system, which will generate further support instead of disturbance to the financial system. Zhou Wenzhong, secretary general of Boao Forum, said that establishing a new international financial institution has met with the general trend of the times, and that AIIB can strengthen the construction of infrastructural facilities of Asia countries and stimulate Western economic growth at the same time.
亚投行风头正劲
由中国倡导设立的亚洲基础设施投资银行(简称亚投行）成为了新的热点，继英国成为第一个向中国提交申请加入亚投行的欧洲国家之后，法、德、意等众多西方国家均宣布申请加入亚投行。亚投行21个首批意向创始成员国在去年签署了《筹建亚投行备忘录》。截至目前，意向创始成员国已增至30个。
最初亚投行的建立旨在满足高速发展的亚洲对于基础设施投资的巨大需求。它覆盖了广阔的领域，如,建筑、安全、环境等。亚投行作为一个独立的学术机构可以提供学术咨询、科学研究、意见反馈、实用建议，以及对社区与政府的评估。因此它相当于现有金融体系的一块新基石,它产生了进一步的支撑而不是扰乱。博鳌亚洲论坛秘书长周文重表示,建立这一新型国际金融机构乃大势所趋，亚投行在助力亚洲各国基础设施建设的同时,也将刺激西方国家的经济发展。
